The World : 2 Charged in Manila Death
Two men have been charged in the murder of a Philippine Cabinet member, police reported. Charges were filed with a Manila court after one man allegedly admitted taking part in the Aug. 2 murder of Local Governments Secretary Jaime Ferrer, the first assassination of a Cabinet member in Philippine history. Nievez Constancio, who was arrested Saturday, confessed and then implicated Ruel Villahermosa, police said. Constancio reportedly claimed that Villahermosa offered him money to do the job but said he was told the victim would be a Chinese businessman. There had been widespread speculation that Communist rebels were responsible for the assassination.
