The Soviet Union may be about ready to accept outside safety inspections of its nuclear plants, a senior official of the International Atomic Energy Agency said. Ferdinand L. Franzen, a West German, said at a Washington news conference that the agency’s voluntary inspection program began slowly in 1982 but drew increased interest after the nuclear accident last year at Chernobyl. Moscow has told the IAEA that “they’re seriously interested and are preparing for inviting a team” for inspections, said Franzen.
