The 40-nation Geneva Conference on Disarmament ended its summer session with French delegate Pierre Morel, who presided over the conference during August, saying there was “very substantial” progress made on a chemical weapons agreement. But he declined at a news conference to speculate on when complete agreement might be reached. Western delegates said Soviet acceptance of so-called challenge inspection--a call for inspection of a suspect facility on short notice--without the right of refusal was a major step forward in the latest session.
