Interest rates on short-term Treasury securities rose at auction to the highest levels since June, 1986. The Treasury Department sold $6.6 billion in three-month bills at an average discount rate of 6.19%, up from 6.12% last week. Another $6.6 billion was sold in six-month bills at an average discount rate of 6.34%, up from 6.16% last week. In June, 1986, three-month bills sold for 6.31% and six-month bills sold for 6.39%.
