Americas Watch, a New York-based human rights group, charged that the Salvadoran military’s behavior is still so bad that the country has failed to meet the requirements of a Central American peace plan. The organization said the pattern of army abuses against civilians appears to be worse this year than last year. It also criticized the tactics of the leftist Farabundo Marti National Liberation Front, the guerrillas who have been fighting the U.S.-backed government. Meanwhile, conservative opposition parties in El Salvador echoed the position of the rebels by urging that President Jose Napoleon Duarte hold peace talks without setting conditions.
