Former Federal Home Loan Bank Board Chairman Edwin J. Gray was named president and chief operating officer of Miami-based Chase Federal Savings & Loan Assn., a thrift with $1.7 billion in assets. Gray, whose four-year term as FHLBB chairman expired June 30, previously was a public policy executive and lobbyist with Great American First Savings Bank of San Diego. Gray also worked on President Reagan’s election campaign in 1980.
