West German Chancellor Helmut Kohl said he will discuss with East German leader Erich Honecker the East German policy of shooting to kill people trying to escape the Communist nation. “We want to provide improvements in human rights for Germans everywhere,” Kohl said in an interview. Honecker will make a historic visit to Bonn next week. East German border guards are under orders to shoot to kill anyone trying to escape to West Germany. The issue has been a heated point of contention between the two countries. Earlier, Wolfgang Schaeuble, an aide to Kohl, said the Bonn government could not confirm speculation that Honecker had temporarily lifted the shoot-to-kill order in light of the visit.
