Envoy to Suriname Picked

WASHINGTON —
President Reagan will nominate Richard Howland, a career Foreign Service officer, to be the U.S. ambassador to Suriname, the White House has announced. Howland, 53, has been deputy chief of the U.S. mission in Jakarta, Indonesia, since 1983.
