Fixed-term home mortgage rates hit their highest weekly level in more than a year and a half, the Federal Home Loan Mortgage Corp. reported. The corporation, a quasi-governmental body that buys mortgages and repackages them into guaranteed securities, said 30-year fixed-rate mortgages averaged 10.91% last week. That was up sharply from 10.63% a week earlier and 10.33% on Aug. 28. It was the highest weekly average since Jan. 24, 1986, and topped the previous weekly high for 1987 of 10.81% on May 22.
