Heavy rains across much of the Northeast caused scattered flooding, and severe storm warnings were issued for parts of western Pennsylvania. Roads were closed and hundreds of basements were flooded in the central and eastern parts of the state, where as much as 4.8 inches of rain fell overnight. About 150 people evacuated from a mobile home park in Perry County, Pa., were able to return in the afternoon. In Carbon County, about 200 families were preparing for evacuation. Flood warnings also were issued for northern New Jersey and Ulster County, N.Y.
