U.N. Secretary General Javier Perez de Cuellar left for New York today, concluding a peace mission during which Baghdad called for international sanctions against Iran and Tehran insisted that Iraq be condemned as the aggressor.

He told reporters at the airport that he discussed in detail in both Tehran and Baghdad “an outline of a plan for the implementation of the (U.N. Security Council) resolution” calling for a truce in the 7-year-old Persian Gulf war.

“I did not arrive empty-handed,” the U.N. chief said. He refused to elaborate.

He plans to brief the Security Council on Wednesday on his four days in Iraq and Iran and attend a U.N. General Assembly session.
