Sacramento Mayor Anne Rudin collected twice as many votes as her nearest challenger in a city election but fell short of a majority needed to avoid a runoff election. Unofficial final counts gave Rudin 23,511 votes, or 42.4%, compared to 11,416 votes, or 20.6%, received by Sacramento lawyer Brian Van Camp. The two will meet in a runoff election Nov. 3. Voter turnout was a record low for a mayoral race in Sacramento, with only 32.3% of eligible voters casting ballots. Ross Relles, an insurance executive who lost to Rudin in 1983 by 908 votes, came in third with 9,058 votes, or 16.3%. David Shore, a city councilman, earned 6,267 votes, or 11.3%, and Patrick Melarkey, a dentist and restaurateur, garnered 5,249 votes, 9.5%.
