Nicaraguan President Daniel Ortega, elaborating on his partial cease-fire plan, said the army will withdraw its forces from declared zones on Oct. 7 for one month to allow rebel forces to take advantage of a government amnesty offer. In a speech on Sandinista radio, Ortega said that the Nicaraguan army will pull back to the edge of the zones in Jinotega, Nueva Segovia and Zelaya provinces but that troops will remain ready to go in “hot pursuit” if U.S.-backed contra forces violate the cease-fire. Contra leaders have denounced the move because it is being made unilaterally.
