Governor : Bills Signed:

Hate Crimes: AB 63 by Assemblyman Tom Bane (D-Tarzana) increases the potential penalties for hate crimes committed because of a victim’s race, color, religion, ancestry, national origin or sexual orientation.

Hysterectomies: SB 835 by Sen. Diane Watson (D-Los Angeles) requires doctors to obtain verbal and written informed consent before performing a hysterectomy.

Smog Devices: SB 961 by Sen. Gary K. Hart (D-Santa Barbara) allows state officials to inspect any used vehicle on a dealer’s lot to make sure that required air pollution control devices are installed and working.

Trucks: AB 1257 by Assemblyman Richard Polanco (D-Los Angeles) calls for a state study of options to help reduce truck traffic on congested urban freeways during peak commuting hours.

Hetch Hetchy: AB 645 by Assemblyman Jim Costa (D-Fresno) calls for a state study into the feasibility of tearing down O’Shaughnessy Dam that forms Hetch Hetchy Reservoir in Yosemite National Park. The reservoir provides water for 2 million San Francisco Bay Area residents. U.S. Interior Secretary Donald P. Hodel has proposed tearing down the dam and letting the valley behind it return to its natural state.

Teen-age Sex: AB 2170 by Assemblywoman Teresa P. Hughes (D-Los Angeles) requires the state to develop a videotape to be shown to teen-agers in grades 7-12 that carries the message, “It’s OK to Say No to Sex.”

Arsonists: AB 952 by Assemblywoman Bev Hansen (R-Santa Rosa) increases the reward for information leading to the conviction of an arsonist from $5,000 to $10,000 if the fire causes substantial structural damage.

License Plates: AB 943 by Assemblyman Eric Seastrand (R-Salinas) allows motorists to continue to purchase non-reflectorized blue and gold license plates, which were phased out earlier this year, for an extra $35 with the money going to an environmental protection fund. Bills Vetoed:

Unemployment Insurance: SB 346 by Sen. Herschel Rosenthal (D-Los Angeles) would have increased the maximum weekly unemployment insurance benefit from $166 to $181. The governor said any increase in benefits must be accompanied by reforms in eligibility requirements.

Home Lockup: AB 468 by Assemblywoman Sunny Mojonnier (R-Encinitas) would have authorized counties to offer a home detention program for low-risk criminals in lieu of confinement in county jails. Deukmejian said this bill was premature because a three-year pilot project currently is under way.

Minorities: SB 1059 by Sen. Dan McCorquodale (D-San Jose) would have required state agencies to set minimum goals of 15% for minority-owned businesses and 5% for women-owned businesses in the awarding of contracts. The governor said this bill did not consider the numerical or geographical availability of such firms for the award of a multitude of different kinds of contracts.

License Plates: AB 1786 by Assemblyman Tom Bates (D-Oakland) would have set up a new artistic license plate program with the additional $50 fee going for California Arts Council projects. The governor said he was concerned the new plates would complicate law enforcement efforts relating to vehicle registration enforcement.
