National Security Adviser Frank C. Carlucci said he does not know whether the late William J. Casey circumvented normal CIA channels to conduct covert operations in the Mideast, as Bob Woodward writes in his new book “VEIL: The Secret Wars of the CIA, 1981-1987.” But, Carlucci said, unauthorized intelligence actions “could not happen again.” In an interview with the Mutual Broadcasting System, Carlucci said: “I have not read the entire book, but, from my knowledge of how government works, certainly some of it is questionable, to my point of view.”
