Tunisian President Habib Bourguiba named a new premier as part of a Cabinet reshuffle. Interior Minister Zine Abidine Ben Ali, the architect of a major crackdown this year on Islamic fundamentalists, pledged to strengthen the rule of law. Ben Ali, a former army general, said he told Bourguiba before being named to the post that he is determined to reenforce national institutions. As premier, he is the constitutional heir to the 84-year-old Bourguiba. Considered a man of action, Ben Ali quelled serious union unrest in 1978 as head of the security police.
