Philippine troops raided suspected hide-outs of military dissidents after the military reportedly uncovered a plot by mutineers to capture President Corazon Aquino at her weekly Cabinet meeting today. In a brief report on the plot, government television reported that the military was taking preemptive action against the mutineers. Navy Lt. Anselmo Cabingan, deputy military spokesman, declined to say if the alleged new plot was what prompted the Manila raids, in which 20 people were taken into custody for questioning. Targets of the raid included some of the mutineers involved in the Aug. 28 coup attempt against Aquino and supporters of former President Ferdinand E. Marcos, Cabingan said.
