The Senate voted to require the Soviet Union to relocate its new hilltop embassy to cut down on electronic spying. The amendment was one of several focusing on U.S.-Soviet relations proposed during four days of debate on the $3.63-billion State Department authorization bill. Sen. Jesse Helms (R-N.C.), in supporting the measure, said the newly completed Soviet Embassy is 350 feet above sea level and is loaded with electronic surveillance equipment, while the U.S. Embassy in Moscow is in “a swamp” and is riddled with Soviet bugging devices. The House has approved a version of the overall bill, which would have to be reconciled with the Senate’s.
