Reclusive former Gov. Edmund G. (Jerry) Brown made a rare public appearance today and hinted at a return to politics.

“I’m not permanently retired--I hope,” the gray-bearded Brown told reporters when asked about his plans to move back into the political arena. “I’ve made up my mind. I just haven’t disclosed my schedule yet,” he added. But Brown, who was in City Hall during the confirmation of his sister, Kathleen, in a city post, said he has no plans to take part in the 1988 presidential campaign.
