The South African government announced that it is imposing a broad range of conditions on the nation’s universities, ordering them to take steps to prevent protests and unrest on their campuses or risk a cutoff of government subsidies. F. W. de Klerk, the minister of national education, said the regulations, to take effect Monday, are designed to halt the disruption of studies, to guarantee freedom of speech on campus and to make sure that tax money is used constructively. “Our aim is not to encroach upon the autonomy of the universities,” he said.
