Rep. John D. Dingell (D-Mich.) chairman of the House Energy and Commerce Committee and head of the panel’s subcommittee on oversight and investigations, said he had asked the Nuclear Regulatory Commission to inspect the nuts and bolts that hold together the nation’s nuclear power plants. Dingell announced his request at a Washington hearing at which metallurgist Jay D. Haber, president of Mobile Metal Analysis of Huntington Beach, Calif., testified of substandard fasteners he found at two nuclear plants, including the one at San Onofre on the Southern California Coast.
