Indian Lt. Gen. Depinder Singh, whose troops have encircled the Tamil guerrilla stronghold of Jaffna in Sri Lanka, said most of the guerrillas have escaped into the jungle. He told reporters on a tour of the city that he estimates 1,000 to 2,000 rebels have slipped past his forces during the 16-day battle. Previously, it was reported that Tamil leaders had escaped. The Indian troops are enforcing a peace accord aimed at ending ethnic strife between the Tamil minority and the Sinhalese majority. Meanwhile, in the central hill town of Kandy, police reported that a time bomb exploded in a branch office of the Indian High Commission, but no one was injured.
