A time bomb exploded before dawn in a branch office of the Indian High Commission in the central Sri Lankan hill town of Kandy, but no one was injured, police said. N one claimed responsibility for the attack, the first on a non-military Indian target since Indian peacekeeping troops were sent to Sri Lanka on July 30. The troops are enforcing a peace accord aimed at ending ethnic strife between the Tamil minority and the Sinhalese majority. Meanwhile, Indian Lt. Gen. Depinder Singh, whose troops have encircled the Tamil guerrilla stronghold of Jaffna, said that most of the guerillas have escaped into the jungle.
