South Korean opposition leader Kim Dae Jung will break with his Reunification Democratic Party and form a new party to make an independent run for the presidency, an aide said. Lee Jung Jae told reporters that he has delivered a message from Kim to his opposition rival, Kim Young Sam, rejecting the latter’s proposal to have a party convention decide which of them should be the opposition candidate. Meantime, 120,000 police went on full alert on the eve of today’s national referendum to approve a new constitution under which direct presidential elections--the first in 16 years--are planned by Dec. 20.
