New York City was ordered to keep inmates off its jail barge in the East River until a court decides whether the community nearby has to be consulted. State Supreme Court Justice Shirley Fingerhood signed a temporary restraining order keeping inmates off the 326-foot barge at a pier off Manhattan’s Lower East Side until she hears arguments Nov. 9. City officials said they would appeal. The barge, bought from a British company for $22.5 million, was to house up to 400 low-risk inmates beginning Nov. 5. Lower East Side Assemblyman Sheldon Silver sought the delay.
