Bolivian Ministry Bombed

LA PAZ, Bolivia — A masked man in a car without license plates tossed a small bomb at an entrance to the Mining Ministry on Thursday night, police said Friday. They said that a passer-by was cut by flying glass and that the building and three parked cars were damaged.
