The State Department has concluded that the Palestine Liberation Organization is not legally entitled to operate an office in New York but that it would be impractical to try to shut it down. The PLO, which has permanent observer status at the United Nations in New York, was given 30 days on Sept. 15 to close its information office in Washington and subsequently granted a 45-day reprieve to wind up its affairs. The New York office was permitted to remain open, but both the Senate and the House have enacted legislation to close that office as well.
