Defense ministers of the North Atlantic Treaty Organization ended three days of talks on nuclear weapons policy, voicing strong support for the proposed U.S.-Soviet treaty but resolving to upgrade the alliance’s remaining arsenal after the removal of mid-range missiles. Britain’s Lord Carrington, NATO secretary general, and Defense Secretary Caspar W. Weinberger said the alliance’s military leaders agreed unanimously to maintain an effective nuclear deterrent to a possible Soviet attack. Carrington said the meeting of NATO’s Nuclear Planning Group in Monterey, Calif., took place in “a very optimistic atmosphere.”
