Most Philippine business leaders disagree with President Corazon Aquino’s policies on law and order, the communist insurgency and labor unrest, according to a new survey.

The Makati Business Club said the survey was based on a questionnaire distributed among 1,500 businessmen who heard Aquino vow in a speech Oct. 20 that she would get tough. The results were released as the Philippine Chamber of Commerce and Industry said the “lingering perception” of risks involved in doing business in the Philippines had slowed the flow of foreign investment.

Chamber President Aurelio Periquet said that although investment grew by only 10.7% in the first half of this year, foreign investors’ confidence would improve if the government “succeeds in enforcing labor laws, reducing bureaucratic red tape and pursuing the anti-insurgency campaign more vigorously.”
