Twelve West European nations approved a multibillion-dollar program aimed at putting a man into space by the year 2000, but Britain refused to join them, citing the project’s high cost. The European Space Agency, meeting in The Hague, adopted a program calling for the development of a manned space shuttle, a more powerful version of its Ariane rocket and cooperation with the United States on a manned space station. The three projects are estimated to cost $13 billion.
