Afghanistan’s Soviet-backed ruling party will invite other political parties to join it in a coalition government by next April, Abdul Samad Azhar, the Afghan ambassador to New Delhi, said. He told reporters the country’s Assembly will meet Nov. 29 to elect a president and endorse the draft constitution giving more powers to the head of state and leading to a broader-based government by April. An Afghan Embassy spokesman said that any political group that supports the “national reconciliation” plan of the ruling People’s Democratic Party will be welcome to join the coalition.
