Vatican Diplomat Delivers Contras’ Plan to Cardinal

A Vatican diplomat on Wednesday delivered a cease-fire proposal from the Contras to the Roman Catholic cardinal trying to arrange a cease-fire in the Nicaraguan war.

Msgr. Camilus Etokudoa, secretary at the Vatican Embassy in neighboring Costa Rica, took the proposal to Cardinal Miguel Obando y Bravo in Managua.

Contra leaders in San Jose, the Costa Rican capital, could not deliver the documents themselves because the Sandinistas refused to allow them into the country. President Daniel Ortega said the rebels had to put down their arms and seek a government amnesty if they wished to enter the country.
