Pakistan recently completed a “workable” nuclear bomb, U.S. intelligence reports indicate, an achievement that leaves the United States with a serious dilemma over future aid to the Islamic nation, Administration officials said. Some Administration officials said the development could compel Congress to enforce nuclear non-proliferation laws barring assistance to countries with nuclear weapons.
