Picus Seeks to Close Zoning Code Loophole

Councilwoman Joy Picus, who represents the west San Fernando Valley, on Wednesday sought to close a loophole in the city’s zoning code that allows construction of more than one home on a large residential lot without public hearings.

“I was dismayed to discover this loophole when my staff investigated constituents’ complaints of construction work for a second residence, an attached garage and a detached, two-story, four-car garage--all behind an existing home in the 6900 block of Encino Avenue in Van Nuys,” Picus said.

She introduced a motion seeking to require public hearings and city approval for such projects. Her motion was referred to the council’s Planning and Environment Committee.
