Romanian President Nicolae Ceausescu, addressing a Communist Party meeting in Bucharest, made it clear that the economic and political reforms of Soviet leader Mikhail S. Gorbachev have no place in Romania. While admitting “serious shortcomings” in his country’s agriculture and trade sectors, Ceausescu insisted that he would not depart from a strict system of communism. Western analysts said Ceausescu’s determination to pursue the same policies indicated he intends to put further distance between Romania and the Soviet Union.
