Presumed Maoist guerrillas shot and killed the head of the state development corporation in the northern Peruvian city of Piura, police said, in the ninth assassination of a government official this month. They said the guerrillas, believed to be from the Maoist Sendero Luminoso (Shining Path), opened fire on Ricardo Ramos, 58, after a dynamite bomb exploded under the car he was getting into. He was uninjured by the blast, they said, but was shot in the head.
