Organizers of Nigeria’s local elections, which were marked by violence, agreed to hold new balloting in many parts of the country, although no date was set. Blaming saboteurs for most of the problems in the voting Dec. 12, Eme Awa, National Election Commission chairman, defended the overall conduct of the first elections since 1983, saying that only 312 of the 5,000 wards were affected.
