NICOSIA, Cyprus —
President Spyros Kyprianou met with his Council of Ministers on Wednesday, one day after returning from London where he was treated for a heart attack. “I am fully recovered and feel better than before,” said the 55-year-old president, who was stricken Nov. 27.
