French police said they foiled an attempt to bomb a government administrative building in downtown Paris when they interrupted three men apparently rigging an explosive device. The men fled, leaving behind a detonator and fuse outside the offices where the government issues driving licenses and automobile insurance. Police said the materials and methods of the suspects indicated they were linked to previous attacks attributed to an urban guerrilla group, Direct Action, which has claimed responsibility for several assassinations and dozens of bombings.
