Among the strongest images of the year in Los Angeles County were those of furious smokers temporarily banned from Beverly Hills restaurants and a would-be gunman holding what turned out to be a toy gun on consumer reporter David Horowitz during a live broadcast. Both incidents spawned action by local authorities. Here’s a sampling of what local legislative boards decided during 1987.

GROWTH--In Azusa, voters in October rejected a plan by the owner of the Azusa Greens Country Club to replace the golf course with 457 single-family homes, 707 apartments and eight acres of offices and buildings for light industry. Residents near the golf course had organized an opposition campaign, contending that the project would overcrowd the city, overburden city services and require taxpayers to pay for more schools and police.
