Lt. Gen. Colin L. Powell, President Reagan’s national security adviser, started a visit to Central America with talks in Tegucigalpa with Honduran President Jose Azcona Hoyo. Powell said that he and Azcona discussed the outlook for a summit next week in Costa Rica at which five Central American presidents are to assess the progress of a regional peace treaty signed last summer. Powell will also see the presidents of Guatemala, El Salvador and Costa Rica during his tour.
