The Philippine military announced that three more candidates in next week’s local elections have been murdered, bringing to 30 the number slain since the campaign began Dec. 1. The government postponed elections in 10 of the nation’s 73 provinces, and voters in them and three cities will have to wait until after the Jan. 18 balloting to vote. Gen. Fidel V. Ramos, chief of staff, blamed the rebel New People’s Army for much of the violence and said the postponement will enable the armed forces to concentrate their peacekeeping efforts on one area at a time.
