Retirement Leads AF to Shuffle Generals

The Pentagon announced a shuffling of Air Force generals on Monday prompted by the pending retirement of one of the service’s deputy chiefs of staff.

Lt. Gen. Harley A. Hughes, 52, will retire on March 1 after 30 years’ service, the Pentagon said. Hughes has been deputy chief of staff for plans and operations and director of the Air Force Combat Operations staff for the last three years.

President Reagan has nominated Lt. Gen. Michael J. Dugan to replace Hughes, subject to confirmation by the Senate. Dugan, 50, who is Air Force deputy chief of staff for programs and resources, would be replaced by Lt. Gen. James P. McCarthy, 52, who commands the 8th Air Force at Barksdale Air Force Base, La., a unit of the Strategic Air Command.
