The Kelley Blue Book Co. has reversed itself and agreed to continue distributing its Kelley Blue Book New Car Price Manual to public libraries. A decision last year to stop offering libraries subscriptions to the manual sparked an investigation by Atty. Gen. John Van de Kamp. Investigators questioned whether the Irvine-based company might be in violation of the state antitrust or unfair business practice laws. Kelley representatives said the decision to stop offering the manual to libraries was based on internal policy, not on the company’s relations with car manufacturers, dealers or trade associations. The manual compares the dealer’s cost of an automobile with the retail price.
