General Motors Corp. and Penske Corp. said they have received all government approvals to begin operation of their joint-venture company, Detroit Diesel Corp. The venture will have the design, manufacturing and sales responsibilities for all heavy-duty diesel engine work formerly handled by GM’s Detroit Diesel Allison division and will handle service and sales of some medium-duty diesel engine business retained by GM. Red Bank, N.J.-based Penske owns 60% of the venture, while GM holds a 40% share.
