CAMPAIGN ’88 : Dukakis Tells Job Plan

Gov. Michael S. Dukakis of Massachusetts, evoking the themes that have become central to his presidential campaign, outlined in his annual state-of-the-state address Tuesday a legislative program he said would extend “the glow of opportunity” to “every heart and every house and every citizen.”

Calling himself a product “of the American dream,” Dukakis, the son of Greek immigrants, vowed to make that dream come true for “every citizen in this commonwealth.”

“That is the promise of Massachusetts,” he said time and again, “and that is the promise of America.”

Dukakis gave special emphasis to two initiatives he has cited as models for the nation, vowing to renew his controversial effort to establish a system of statewide health insurance and pledging to expand the state’s employment and training program with a new plan he dubbed Mass Jobs. Dukakis made clear his hope that the state-of-the-state address--his 10th as governor and his sixth in a row--would be his last, and won a standing ovation with the suggestion that he might be drafting his inaugural address this time next year.
