Assembly Floor Action:

Vandalism: Passed and sent to the Senate on a 66-0 vote a bill (AB 1086) by Assemblyman Bill Jones (R-Fresno) to increase the maximum fine to $50,000 for vandalism causing more than $50,000 in damages. The maximum fine presently is $10,000 for damages in excess of $5,000. Bill Introductions:

Elections: AB 2815 by Assemblyman Ross Johnson (R-La Habra) would move up the presidential part of the state primary election from the first Tuesday in June to the second Tuesday in March to give California voters more clout in choosing the nominees. It also would move up the rest of the statewide primary to the first Tuesday in September.

Earthquakes: ACR 106 by Assemblyman Richard Katz (D-Sepulveda) would proclaim April to be Earthquake Preparedness Month. Senate Floor Action:

Child Care: Passed and sent to the Assembly on a 37-0 vote a bill (SB 722) by Sen. Gary K. Hart (D-Santa Barbara) to authorize tax credits for employers who help finance child-care programs for their employees. The governor has vetoed similar legislation in the past.

Tax Preparers: Passed and sent to the Assembly on a 33-2 vote a bill (SB 91) by Sen. Daniel E. Boatwright (D-Concord) to require licensed tax preparers to pass an examination, maintain a $10,000 bond and continue schooling to keep up to date on changes in tax laws. Committee Action:

AIDS: The Senate Health Committee approved a bill (SB 1432) by Sen. John Doolittle (R-Rocklin) to authorize insurance companies to use AIDS antibody tests to determine applicant eligibility for health and life insurance coverage. A 5-1 vote sent the bill to the Senate floor.
