Philippine President Corazon Aquino, on the eve of special elections in five trouble-prone provinces, called on voters to reject candidates supported by Communist rebels. Nationwide balloting took place last Monday, but fears of violence were so high in 11 of 73 provinces that voting was postponed until more troop protection could be provided. Voting in the remaining provinces is scheduled for Feb. 1.
