Coastal Corp. is considering selling up to a half-interest in nearly all of the company’s domestic refining and marketing operations, including facilities in Hercules, Calif., to foreign oil producers. The Houston-based company has been involved in discussions with foreign officials, but company officials said there is no assurance they will result in a sale. For Coastal, selling to a foreign producer would line up a stable source of oil for its refineries, spokesman R. W. Wells said.
