A federal judge rebuffed an unusual effort by retired Air Force Maj. Gen. Richard V. Secord to block independent counsel Lawrence E. Walsh from indicting him in the Iran-Contra scandal. U.S. District Judge Aubrey E. Robinson Jr., in a brief court order, rejected a bid by Secord for an emergency stay of any indictment pending an appeal of his earlier, unsuccessful petition to present evidence to Walsh’s grand jury. Robinson said the legal move appeared to be “without precedent or merit.”
